As reported by Congress Daily, Senate Majority Leader Harry Reid sent Healthcare overhaul proposals to Congressional Budget Office a week ago, and is now waiting for CBO’s “scoring.” Due to this, the Senate healthcare overhaul debate appears to be slipping into December, raising the odds that action on the measure might extend into 2010. After obtaining the analysis and assembling the bill, Reid has said he will make its content public and allow for "ample opportunity" for review. With the Senate in just two days next week before Veterans Day, floor action is unlikely before the following week. Also, Republicans have said they will demand more than four weeks of floor consideration, a demand Reid would face flak for resisting given his commitment to a meaningful amendments process. In addition, CBO's analysis of the newly released House bill shows the public option in their overhaul bill "would typically have premiums that are somewhat higher than the average premiums for the private plans in the exchanges." The higher premiums would be a result of a more hands-off approach than private plans on enrollees' use of medical services and enrollment of a less-healthy segment of the population, CBO estimated. ![]() |
