Bringing Back Delco
The Delaware County Chamber of Commerce, Delaware County Council and Delaware County Commerce Center have created a partnership to bring our businesses the Bringing Back DELCO initiative.  Our goal is to simplify and share government orders to our businesses, as well as, answer questions for you. We are not creating the regulations, but working to find you answers and solutions, so you can do business!

There is an alarming high spike in COVID-19 cases across the county. COVID-19 cases in Delaware County have been rising and we are now approaching the highest number of outbreaks since the height of the pandemic.
 
Delaware County’s business community has worked to implement and follow the public health guidance and has made significant changes to how they operate and have been doing everything they can to protect employees and the community. We know it hasn’t been easy and we commend you.

We are reminding the business community to recommit to public health guidance to ensure we are doing everything we can to keep each other safe and to remain open.
 
  • Work Remotely When Possible.
  • Cease or Reduce Work Travel.
  • Ensure You Are Following Public Health Guidelines on Social Distancing, Mask Wearing, Capacity, Hand Washing, Sanitizing, Etc. More guidelines and safety practices can be found here.
  • Stay Home If You Are Not Feeling Well or Experiencing Any Symptoms of COVID-19.

Updated Gathering Requirements as of 3/1/2021.
  • Revised maximum occupancy limits for indoor events to allow for 15% of maximum occupancy, regardless of venue size. Core public health measures such as face covering (mask-wearing), social distancing, and hand hygiene still must be enforced. The 15% of maximum occupancy is permitted only if attendees and workers are able to comply with the 6-foot physical distancing requirement.

Self-Certification Form Now Open
​The online self-certification form for COVID compliant businesses is now open on the Pennsylvania COVID website.

​Restaurants can now show customers and workers they are protecting their health, safety, and economy by completing the new self-certification form. The online form requires restaurants to confirm they are complying with all CDC and state public health guidance and safety requirements.
There is no cost to participate. Enrolling in the program is voluntary, and participating restaurants receive:
  • Permission to increase indoor dining from 25% to 50% occupancy 
  • A listing on the searchable public Open & Certified Pennsylvania Business Directory
  • Free Open & Certified Pennsylvania signs for your physical location, website, and social media
  • Timely updates, reminders, and alerts for new business guidance and resources
Self-certifying will not lead to any additional inspections. If you have a COVID-19 related violation you will first get warnings and education, rather than fines or other penalties.

Pennsylvania CV- 19 Hospitality Industry Recovery Program
ATTENTION:
This program is ONLY available to business entities that operate in Delaware County, whose primary business is in Accommodations or Food Services and Drinking Places, where accommodations, food and drink is served to or provided for the public, with or without charge. Applications from other industries are not eligible in accordance with PA Act 1 of 2021.

Applications will begin to be accepted on March 15, 2021 at 8:00AM
Applications received through April 12, 2021 3:00PM will be reviewed.

It is anticipated that the fund for this program will be depleted with applications received through April 12th.
It is anticipated that this will be a competitive funding round. Only fully completed applications will be considered.
Not all applicants will be funded.

PPP Round 2
The Paycheck Protection Program - Round 2
​This round of the PPP continues to prioritize millions of Americans employed by small businesses by authorizing up to $284 billion toward job retention and certain other expenses through March 31, 2021, and by allowing certain existing PPP borrowers to apply for a Second Draw PPP Loan.

𝗞𝗲𝘆 𝗣𝗣𝗣 𝘂𝗽𝗱𝗮𝘁𝗲𝘀 𝗶𝗻𝗰𝗹𝘂𝗱𝗲:
  • PPP borrowers can set their PPP loan’s covered period to be any length between 8 and 24 weeks to best meet their business needs;
  • PPP loans will cover additional expenses, including operations expenditures, property damage costs, supplier costs, and worker protection expenditures;
  • The Program’s eligibility is expanded to include 501(c)(6)s, housing cooperatives, direct marketing organizations, among other types of organizations;
  • The PPP provides greater flexibility for seasonal employees;
  • Certain existing PPP borrowers can request to modify their First Draw PPP Loan amount; and
  • Certain existing PPP borrowers are now eligible to apply for a Second Draw PPP Loan.

𝗔 𝗯𝗼𝗿𝗿𝗼𝘄𝗲𝗿 𝗶𝘀 𝗴𝗲𝗻𝗲𝗿𝗮𝗹𝗹𝘆 𝗲𝗹𝗶𝗴𝗶𝗯𝗹𝗲 𝗳𝗼𝗿 𝗮 𝗦𝗲𝗰𝗼𝗻𝗱 𝗗𝗿𝗮𝘄 𝗣𝗣𝗣 𝗟𝗼𝗮𝗻 𝗶𝗳 𝘁𝗵𝗲 𝗯𝗼𝗿𝗿𝗼𝘄𝗲𝗿:
  • Previously received a First Draw PPP Loan and will or has used the full amount only for authorized uses;
  • Has no more than 300 employees; and
  • Can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020
