Delco Strong: Rapid Response

DELCO STRONG : RAPID RESPONSE
A program specific for the Delaware County Small Businesses directly affected by the current additional mitigation mandate in effect December 12th through January 4th.
​Applications will be accepted: 
Friday, December 18th at 3:00pm - Tuesday, December 28th, at 2:00pm
  • Due to the increase in the spread of CV‐19, applications will only be accepted online through the portal.
  • Submission of application to Delco Strong: Rapid Response is not a guarantee of funding.
  • Funding is anticipated to be awarded mid‐January.

This program is being offered ONLY to those industries directly affected by Governor Wolf’s new mitigation order announced on Thursday, December 10th that went into effect on Saturday, December 12th and continues through Monday, January 4th.
​Only businesses that are adhering to the mitigation order are eligible.
Only businesses that intend to remain open through 2021, when deemed safe for public health, are eligible. Application is not a guarantee of funding.
Delco Strong will not award any business greater than $49,500 combined from all programs in 2020.

Requirements:
  • Business must be physically located/headquartered in Delaware County, PA.
  • Business must occupy commercial bricks and mortar location within Delaware County, PA.
  • Business cannot exceed revenue of $10M annually.
  • Business must have economic loss due to COVID‐19 in 2020.
  • Business must be directly affected by Governor Wolf’s mitigation order of 12.10.2020
Only businesses whose primary line of business is in the following categories will be considered:
  • Full Service Restaurants (where customers sit before ordering and eat before paying)
  • Caterers /Catering Facilities
  • Taverns/Bars
  • Fitness Centers
  • Instructional Studios: Gymnastics, Dance, Martial Arts, etc.
  • Entertainment: Movie Theatres, Bowling Alleys, Trampoline Parks, Fun Centers
  • Only independently owned and operated franchises of local or regional chains are eligible.

Ineligible Entities:
  • Businesses not physically located/headquartered in Delaware County, PA.
  • Businesses that did not experience revenue loss due to COVID‐19 in 2020.
  • Businesses that were not operational by December 31, 2019.
  • New business applicants that did not file a 2019 Federal Tax Return.
  • Franchises. *Only independently owned and operated franchises of local or regional chains are eligible.
  • Passive businesses such as commercial or residential landlords.
  • Government or government‐owned or related entities.
  • Non‐Profits and for‐profit businesses with a direct tie to a non‐profit.
  • Private clubs/businesses that limit membership for reasons other than capacity.
  • Businesses primarily engaged in lobbying or political activities.
  • Businesses with annual revenue that exceeds $10M.
  • Business not compliant with all federal, state, & local laws including taxation.
  • Businesses which are not in compliance with current public health guidelines.
  • Businesses which have not complied with phased reopening restrictions.
  • Businesses engaged in any activity that is deemed illegal under Federal, State or Local law.
  • Businesses that are not directly affected by Governor Wolf’s mitigation order of 12.10.2020

Grants:
​For the Full Service Restaurant/Caterer/Tavern Industry continuing to operate through mitigation order in compliance with public health guidelines:
  • Annual Revenue < $100k grant up to $5,000
  • Annual Revenue $100k to $1M grant up to $10k
  • Annual Revenue of $1M to $3m grant up to $20k
  • Annual Revenue of $3m to $5M grant up to $30k
  • Annual Revenue of $5M to $10M grant up to $40k​
*Annual Revenue based off 2019 Federal Tax Return or previously submitted 2018 Federal Tax Return.
For closed fitness centers/instructional studios /full‐service restaurants/caterers/taverns/entertainment centers / bowling alleys / movie theaters / fun centers etc. *closed due to no operation available outdoors and/or in compliance with current order Annual revenue < $2.5M grant up to $5,000.

Use of Funds:
  • Grant funding can be used by the business to cover operational costs necessary to maintain business during COVID‐19 disruption (March through December of 2020), and also for purchases of items needed to operate safely during COVID‐19 and meet public health requirements (masks, barriers, signage, gloves, etc) to the extent not compensated by another funding program.
  • Funding may not be used to pay owner’s salary or pay the owner outright. The only exception is when the owner is on the regular payroll of the company. The monies are primarily to support the business entity to continue operating during and post pandemic shut‐down.
  • Grants may not be applied to any expenses already paid for with other Covid‐19 relief programs such as Federal, Commonwealth of PA, or local grants or loans including but not limited to US SBA Paycheck Protection Program Loans (PPP), US SBA Economic Injury Disaster Loans (EIDL), PA Main Street Grant Program.
  • Grants may not be used to finance an organization, project, activity, and/or location outside of Delaware County, PA.

Previous Delco Strong Grantees:
Previous grantees in Delco Strong in the eligible industries do not need to re‐apply, but will need to submit a short form through the application portal indicating they want to be considered. See the “Application Checklist for Previous Delco Strong Grantees” for a step‐by‐step guide below. Know our application portal does not allow you to save and return to application, you must complete the submission once started for your application to be submitted.

​New Delco Applicants not previously awarded funding in Delco Strong:
New applications from Delco businesses in eligible industries that have not applied or been granted funding in previous rounds are eligible for Delco Strong : Rapid Response. These entities will have to submit:
  • a full application questionnaire
  •  their business 2019 Federal Tax Return, and/or property documentation establishing the Delco location if the Delco Business address is not listed on the Tax Return.
