January 24th - Beneficial Ownership Information Report Update under the Corporate Transparency Act (CTA) to the Financial Crimes Enforcement Network (FinCEN).

Companies at this time do not need to report BOI information to FinCEN and will not be liable for failing to report. Federal courts issued two separate nationwide injunctions in two separate cases that pause enforcement of the regulations. While SCOTUS struck down the injunction pausing the rule in the Texas Cop Shop case mentioned in the AP article below, the other injunction issued in the Smith v. U.S. Treasury case remains in effect. FinCEN recognizes that this is the status quo. According to an "alert" published by FinCEN on January 24, 2025:

PA General Assembly Begins Legislative Session

Both the Pennsylvania Senate and House swore in their members on January 7th and elected their respective leaders. Senator Kim Ward (R-Westmoreland) was elected again by her colleagues to be the President Pro Tempore. Representative Joanna McClinton (D-Phila) was elected to retain her position as Speaker, despite a 101-101 split in the House of Representatives.  During a second ballot many Republican members supported McClinton through a voice vote.
 
The House also approved a Rules package establishing some new process items and establishing three new committees:

  • Intergovernmental Affairs and Operations Committee - Majority Chair, Rep Dave Delloso (D-Delaware). Minority Chair, Rep. Craig Staats (R-Bucks)
  • Energy Committee - Majority Chair, Rep Elizabeth Fiedler (D-Phila). Minority Chair, Rep. Martin Causer (R-McKean)
  • Communications and Technology Committee – Majority Chair, Rep Joe Ciresi (D-Montgomery). Minority Chair, Rep. Jason Ortitay (R-Washington)
 
The Senate also created a new committee within their Rules package:

  • Institutional Sustainability and Innovation Committee - Majority Chair, Sen Frank Farry (R-Bucks). Minority Chair, Sen Tim Kearney (D-Delaware)

Alex Rahn has over twenty years of experience assisting corporate, government, association, non-profit, and advocacy clients with bipartisan government relation strategies in Pennsylvania, and at the Federal level.

Before joining AxAdvocacy, Alex served as Vice-President of Wanner Associates, a full-service government affairs and association management firm where he focused extensively on state and federal funding initiatives, economic development, higher education, real estate, transportation, broadband, technology, environment, energy, labor, and workforce legislative issues. In his time as a government relations consultant, Alex was involved in several successful initiatives, such as a $145 million Pennsylvania COVID Hospitality Industry Recovery Program relief package which was the first Act of the 2021/2022 Legislative Session. Alex also assisted in obtaining $625,000 in funding for economic development training as part of the FY2022-2023 annual Pennsylvania budget, a $9million grant in 2011 to assist a manufacturer of large-format lithium-ion batteries, obtaining a 2% increase in 2019 for those who care for seniors and the physically disabled, budget language (Act 55 of 2013) that established funding rate guidelines for Child Welfare services and obtaining millions in state and federal and Federal/Congressional Directed Funding.

During the COVID shutdown in 2020, Alex successfully lobbied to pass remote online notarization (ACT 97) that benefits both the real estate industry and homeowners, removing a sunset on municipal recycling grants (ACT 40 of 2017), and advocated for legislation(Act 68 of 2018) that established the Elevator Safety Board to ensure the safety of elevators during construction, installation, maintenance, inspections, and operations.

Before joining Wanner Associates, Alex owned his own boutique campaign consulting and government relations firm providing for candidates and organizational clients on the municipal, state, and federal levels. Alex also served as the Southeast PA Political Director for Senator Arlen Specter and spent more than ten years working on the staff of Congressman Curt Weldon, including as District Director and Campaign Manager. Alex served as Republican Chair and Committee Person within Pennsylvania, and is a former Borough Councilman, PA Army National Guard member, and holds a Bachelor of Arts in Political Science from West Chester University. Before attending West Chester, Alex was trained as a cook at Bucks County Community College and worked as Assistant Manager for several years at Kelly’s Seafood, a family owned restaurant in Northeast Philadelphia, where he was raised.
